Also, within the states, there is considerable debate between state and local governments centered on more specific issues, such as which infrastructure improvements to use the funds for and which parts of the state to give them to. Some states without looming deficits are worried about not receiving funds for certain areas at all, and others are revising their budgets to ensure eligibility for certain funds. It is evident that the debate will not come to an end any time soon.
